
SHIRLEY GLADYS NAKYEJWE Senior IT Officer – MoICT&NG Shirley Gladys Nakyejwe serves as a Senior IT Officer and Intellectual Property (IP) Specialist at the Ministry of ICT and National Guidance within the Department of Research and Development. With over ten years of experience in information technology, she combines her skills in IP management, ICT, and computer science to strengthen Uganda’s innovation landscape and protect intellectual property in the digital era. In her role, Shirley works to foster an environment where new ideas can grow and thrive while ensuring the rights of innovators are protected. She played a significant role in developing Uganda’s Business Process Outsourcing (BPO) Policy and led the team that created the Uganda ICT Intellectual Property (IP) Guidelines, establishing a strong framework to safeguard IT innovations. A notable highlight of her career is leading a nationwide program that trained over 2,000 innovators. This program equipped them with essential tools, including utilizing the IP toolkit, to protect and develop their inventions. Shirley supports them at every stage, from registration to transforming ideas into successful businesses. With a Master’s degree in Intellectual Property and another in ICT Management, Policy and Architectural Design, plus a Bachelor’s degree in Computer Science, Shirley has a strong foundation in technology, policy, and leadership. Her ten years of IT experience and passion for innovation make her a key driver of Uganda’s digital growth.
